The Land Development Committee was formed in December 1985 to oversee responsibility for approving applications for land subdivisions. This function was delegated by the State Planning Commission (Agency No. 55) and had previously been the responsibility of the Town Planning Board.

The Land Development Committee became the Land Subdivision Committee in September 1986 and then the Committee for Statutory Procedures in March 1987. Since September 1986, the Committee has essentially had responsibility for the more important or unusual subdivision applications and those that complied with the established policy were handled by the State Planning Commission.
