On 20 March 1950, Adrian Herbert Curlewis was appointed Royal Commissioner to inquire into and report upon:
1) Alleged cases of brutality at the Claremont Mental Hospital, as published by the "Sunday Times" newspaper in its issues of the 12th and 19th February, 1950, including the facts and circumstances of each case and the persons (if any) involved.
2) In relation to the foregoing, any remedial or punitive action recommended.
