History

On 11 February 1922, the Honourables Alexander McCallum M.L.A., Henry Willoughby Mann M.L.A., Peter Laurence O'Loghlen M.L.A., William George Pickering M.L.A. and Walter Richardson M.L.A. were appointed Royal Commissioners to inquire into and report upon:

1) The statutory law relating to the sale of fermented and spirituous liquors;

2) The duties and obligations of licensed persons, the conduct of licensed premises, and the accomodation which under the existing law licensees are required to afford to the public;

3) The licensing and conduct of railway refreshment rooms;

4) The sale of liquor under gallon and two-gallon licenses;

5) The operation of the local option provisions of "The Licensing Act 1911" and particularly compared with a system of reduction by a Licenses Reduction Board;

6) The fees for licenses prescribed by "The Licensing Act 1911" and the revenue that should be raised from the trade; and

7) Generally on the administration of the Licensing Acts, and the amendments of the law that are desirable in the interests of the public and of the revenue of the State, and as to the services that should be rendered by licensees, and are due from licensees to the public.

The report of the Royal Commission was completed on 7 July 1922.
