On 13 January 1922, Charles Leslie Stawell was appointed Royal Commissioner to inquire into and report upon:

1) An agreement made the 20th January, 1919, on behalf of His Majesty's Government with the West Australian Portland Cement Company, Limited, relating to the purchase of the Lake Clifton - Waroona railway, the circumstances under which such agreement was made, and whether the agreement was in accordance with the intention of Cabinet; and

2) An agreement of even date therewith made between the Acting Commissioner for Railways and the said company relating to the carriage of lime from Lake Clifton to the company's treatment works at Burswood, and the effect thereof.
