On 19 October 1923, Ross McDonald was appointed Royal Commissioner to investigate the affairs and transaction of the Kendenup Fruit Packing Company and the De Garis (W.A.) Development Company Ltd with a view to:

1) Ascertaining whether there was any a) misrepresentation or fraudulent misrepresentation to the settlers or debenture holders; b) criminal act on the part of any person or persons concerned; and

2) Inquiring into any other relevant matters.

The report of the Royal Commission was completed on 26 June 1924.
