The State Planning Commission was created to provide policy input on planning matters to the Minister, namely:
- to administer and carry out the Metropolitan Region Scheme;
- to prepare a planning strategy for the State and to provide advice on land use planning and development.
With the creation of the Department of Planning and Urban Development in September 1989, all staff of the Commission were transferred to the new department. The State Planning Commission was to act primarily as an advisory body and report direct to the Minister for Planning. The Commission remained as a separate entity consisting of the Chairman and Commissioners only.

The Department of Planning and Urban Development was abolished in 1995 and the functions of this department were taken over by the Ministry of Planning.

The development of the Town Planning Department can be traced back to 24 July 1911, when the Perth City Council resolved to form a joint Committee with the Councils of Subiaco, Leederville, North Perth and the Perth Road Board to formulate "a scheme or schemes for the improvement or remodelling of the city and its suburbs from traffic, aesthetic, and sanitary points of view".
During the early 1950's, when Perth was experiencing rapid growth, the Town Planning Department was formed.

The Department for Planning and Infrastructure was established to enable land use, transport, the environment and the community to be planned and managed by Government together. The Department for Planning and Infrastructure was Western Australia's principal land use planning agency and the State's official demographer. It supported the Western Australian Planning Commission and the Minister for Planning and Infrastructure in developing and administering the Western Australian land use planning system.
The Department for Planning and Infrastructure was created on 1 July 2001. It included functions from the former Department of Transport and the Ministry for Planning.
As of the 1 July 2003, the management of Crown land in Western Australia (including pastoral leases) moved from the Department of Land Administration to the Department for Planning and Infrastructure. Government responsibility for school buses and Transperth moved to the Public Transport Authority.
The Department of Planning and Infrastructure was superceded by two new departments on 1 July 2009: the Department of Planning and the Department of Transport. State Land Services and Pastoral Leases became part of the Department of Regional Development and Lands.

Subdivision application files consist of applications to the government body authorised to administer and approve the application of land.
A separate file is created for each new application and a consecutive number is given to each in order of receipt. The numbering system for this series appears to have begun in the early 1960's (although low numbered files contain subdivision decisions made from the 1930's). A programme to microfilm subdivision files commenced in the late 1970's, but a considerable number of early files appear to have been destroyed prior to filming.
The Town Planning Board (and successor agencies) were empowered to refer copies of subdivision plans to any local authority or other public body for their objections or recommendations. Once these recommendations were received, a town planning officer prepared a report on the application and a decision was made by the authorised body. The applicant, after being informed of the decision, was then required to submit a Plan or Diagram of Survey and copies of these are included on the subdivision files.
If an application was refused, the applicant had the right of appeal. Planning appeal files in the custody of the State Records Office are listed under WAA 954, Office of the Minister for Planning (Planning Appeals).
The Department for Planning and Infrastructure retain the index to all subdivision application files. Any request to access these files should be made through this department.
