History

On 18 October 1945, Judge Albert Asher Wolff was appointed Royal Commissioner to examine and report upon all matters in dispute between the Commissioner of Railways and the W.A. Locomotive Engine Drivers, Firemen and Cleaners' Union with regard to the Australian Standard Garratt Locomotives. The Royal Commission's particular focus was to determine whether such locomotives fulfilled all reasonable requirements from the point of view of safe, economocal and satisfactory working and, if not, to advise whether alteration and modification were practicable to achieve such working, or whether such locomotives should be discontinued in use.
