Administrative history
A Harbour Master, Fremantle was first appointed in August 1829 to be responsible for pilotage and light services at the port of Fremantle. With the creation of the Harbour and Light Department in 1880, responsibility for these functions at Fremantle and some other ports was passed to that Department.

Copies of inward and outward correspondence and some reports sent to and received by the Harbour Master and are from a variety of sources, though frequently from the Colonial Secretary's Office or (less frequently) the Audit Office. Some of the outward correspondence is summarised in letterbooks (WAS 1613), The letters are largely concerned with personnel and accounting matters.
