Scope and content
Rates were established by Council for the maintenance of roads, drains and the like. Rates were based on a formula that included the Annual Capital Value, determined by the Valuer General's Office, sewerage or pan charges, and fire brigade rates. Until 1961 rates were set in December each year. After 1962 rates were charged over the July to June financial year.
