On 18 January 1922, The Honourables Willian George Pickering M.L.A., Henry Willoughby Mann M.L.A. and Peter Lawrance O'Loghlen M.L.A. were appointed Royal Commissioners to inquire into and report upon:

1) The financial provision of the Forests Act 1918 and the operation thereof; and

2) The administration of the said Act generally.

The Royal Commission's report was submitted on 8 November 1922.
