On 6 March 1946, a Royal Commission was established:
(a) To inquire into the administration, conduct and control of the sport of Trotting in the State of Western Australia as such sport has heretofore been and is at present being administered, conducted and controlled in the said State;
(b) To make such recommendations warranted by inquiries regarding such legislation (if any) as might be necessary for or in respect of the administration, conduct and control of the sport of Trotting in the State of Western Australia.
