History
In 1886, the first Public Health Act established the Central Board of Health and the Local Boards of Health. The Local Boards were empowered to make by-laws to control infectious diseases, sanitation and other matters. An amendment to the Public Health Act in 1892 empowered local municipalities to establish their own Boards of Health.
