Prior to 1892, the South Perth suburban area formed part of the City of Perth. The boundaries of the South Perth Road Board District formed on the 9 June 1892, were Melville and Perth Waters, Perth-Albany and Perth-Fremantle Roads and South Terrace. In 1898 the District was enlarged to include part of Canning district. The Road Board became a municipality on 21 February 1902 with a mayor and six councillors.
